Tonya Finley, manager of contracts and risk management at David Evans and Associates, has spent more than 31 years advancing the architecture and engineering industry. She began her career in Oak Ridge, Tennessee, managing contracts for the Department of Energy and Department of Defense before transitioning to support consulting engineering firms in both public and private sectors.
Finley helped lead the successful passage of Oregon鈥檚 Duty to Defend legislation (SB 1575), eliminating unfair contract clauses that disproportionately impacted design professionals on public projects. The legislative victory followed four years of focused advocacy.
Active with the American Council of Engineering Companies for more than 26 years, Finley recently moved to past president for ACEC Oregon after serving nine years on the board of directors. She currently serves on the ACEC National Planning Cabinet and ACEC AASHTO Joint Committee. She also serves on the board of directors for the Clackamas County Business Alliance and represents ACEC in legislative and transportation forums. Additionally, she is a member of the National Contract Management Association and co-teaches a cardio dance fitness class for people with special needs.
