Over the course of nearly two decades, Jennifer Bachman has spearheaded complex projects that have transformed Portland鈥檚 infrastructure and improved safety for all road users. Since joining ODOT seven years ago, her projects have included the Outer Powell project, a $160 million multimodal initiative that aims to revitalize a high-crash corridor serving economically disadvantaged communities.

Under her leadership on the project, which spans from Interstate 205 to Southeast 174th Avenue, ODOT worked with four city bureaus and various county, federal and state agencies to create a safer, more accessible thoroughfare.

She also successfully managed the $31 million McCord Creek Bridge replacement on the Historic Columbia River Highway and implemented Portland鈥檚 first 鈥渞oad diet鈥� on Lombard Street.

Bachman is a member of the Women鈥檚 Transportation Seminar Portland chapter and the Institute of Transportation Engineers. The Lombard Street project was showcased during ITE鈥檚 national conference in Portland in 2023.

Her community contributions also include serving on the Union County Youth Soccer Association board, as a Parent Teacher Organization board member and classroom volunteer, and as a coach for SoleKIDs.

When Jan Campbell was denied a teaching job because of her disability, before the Americans with Disabilities Act was passed, she focused her career on civil and human rights. She served for 23 years as the Disability Project Coordinator for the city of Portland and Multnomah County.

Campbell now works with Multnomah County Aging, Disability and Veterans Services, and is interim director of the Disability Awareness Resource Team (DART). As a founding member of TriMet鈥檚 CAT Committee, Campbell works to eliminate barriers so public transit can be truly accessible to everyone.

鈥淭he ways I serve my community is to be actively involved with groups that can make positive change, and to get disability on their agenda,鈥� she said, noting people with disabilities often are not included in such groups.

Campbell also is a commissioner for Oregon鈥檚 Disability Commission (ODC) and a member of the Northwest ADA Center鈥檚 Regional Advisory Committee. Her professional honors include a lifetime achievement award from the ODC, and the 2015 Women of Achievement Award by the Oregon Commission for Women.

TriMet design manager Fiona Lyon has spent 16 years advancing transit-oriented development and environmental planning across the Portland region. She has secured significant grant funding to expand transit agency value and built public-public partnerships between local agencies, creating multiplier effects on regional investments.

Lyon represents the Oregon chapter of the American Society of Landscape Architects on the Executive Committee of the AIA Urban Design Panel and serves TriMet on the Metro Technical Advisory Committee. She provides regular mentorship to students at UC Berkeley, Portland State University and the University of Oregon pursuing careers in environmental planning, transit-oriented development, and urban design.

Lyon noted that many leaders she admires 鈥渁re modest, consistent, and lead by elevating the voices of others,” particularly community leaders and public service peers who work to improve their communities.

She volunteers with Friends of Trees, p:ear, Solve, SAVE International, and she collaborates with the International Society of Arboriculture and regional land use and transportation policy organizations.

Jody Yates joined PBOT in 2007 as a project manager, working on the U.S. Congresswoman Darlene Hooley Pedestrian Bridge at Gibbs Street, and served as the city鈥檚 liaison to Multnomah County鈥檚 Sellwood Bridge replacement project through its design phase.

She went on to become a division manager in Maintenance Operations, interim group manager for Parking Services and principal engineer in Development, Permitting & Transit before leaving PBOT in 2018 to work for the city of Beaverton. She returned to PBOT Maintenance Operations as group director in 2022.

Yates is a licensed professional environmental civil engineer and holds bachelor鈥檚 and master鈥檚 degrees in civil engineering with an emphasis on environmental engineering. She also has more than 23 years of public works knowledge at the local level with experience in capital project design, construction management, development and permit engineering, maintenance operations management and parking management.
