PGE faces opposition in renewing plant permit

Portland General Electric is trying to renew an operating permit for its power plant in Boardman, but environmentalists want stricter emission controls that could hamper the company.

PGE‘s existing Title 5 permit expired in 2006, and the company has been negotiating with Oregon Department of Environmental Quality for its renewal ever since, said PGE spokeswoman Brianne Hyder. The DEQ held a hearing in Portland yesterday and will hold another this evening in Boardman.

If approved, PGE would install some pollution-reducing devices, Hyder said. “We hope it comes very soon,” she said.

The Oregon Sierra Club is using the hearings to call for stricter emission-control regulations that could shut down the coal-fired Boardman plant sooner than PGE’s proposed date of 2020.

“They can shut it down earlier or take extensive steps” to reduce pollution, said Cesia Kearns, Oregon Sierra Club spokeswoman.
