The city of Beaverton has ranked its two finalists for the city’s master developer position. But while the city initially set out to find one master developer, it is now prepared to rely on both finalists to help guide the future of development in Beaverton.

A monthlong interview process has led to Gerding Edlen Development of Portland being ranked above Beaverton-based Specht Development. Although both firms scored high on the final score sheet, Gerding Edlen earned major points for its history – utilizing private investments for public-private ventures, completing catalytic projects and completing Leadership in Energy and Environmental Design-certified development projects.

Under the new master developer terms, Gerding Edlen becomes the master developer and Specht becomes the alternate master developer.

The city of Beaverton decided to go with two master developers because city staffers decided the firms’ differing depth and breadth of experience served the city’s best interest, said Terry Muralt, purchasing agent for Beaverton.

The city will start contract negotiations with Gerding Edlen. If terms are reached, Gerding Edlen will have the first right to work described in the city’s original request for proposals. If a contract is not negotiated, then the city will work out a contract with Specht.

If Gerding Edlen and the city agree to terms on a contract but the firm decides not to take on all the work laid out in the RFP, then it will be offered to Specht.

The city plans to outline Specht’s involvement in a separate contract.
