The city of Portland and the Portland Development Commission that examined whether minority-owned and women-owned firms are underutilized or underpaid on city projects.
This most recent disparity study was commissioned in 2009. The study team led by BBC Research & Consulting studied data from 2004 to 2009. The study found that, in general, there were no disparities in the city’s overall utilization of MBEs or WBEs on construction contracts.
The study also examined individual city and PDC programs and their effectiveness of getting more minority representation on contracts and subcontracts. The study showed more minority representation in cases when those programs were in place than when they weren’t.
