Eugene Water & Electric Board and announced on Thursday that the new Roosevelt Operations Center earned a Leadership in Energy and Environmental Design gold rating, a rare feat for a large industrial operations center.

The project was designed with an emphasis on energy and water efficiency and was modeled to achieve 46 percent less energy use and 82 percent less water use than a typical building of its type.

鈥淪ome of the original project goals were aspiring to LEED platinum or beyond,鈥� said Larry Banks, principal at Pivot. 鈥淏ecause [EWEB] is a provider of energy and water, they really wanted to focus on efficiency and stewardship in both of those areas, and we were able to achieve all 10 of the LEED credits for energy efficiency.鈥�

But EWEB also has an obligation to its ratepayers to keep a responsible budget 鈥� bonds issued to build the facility will be paid back using a portion of the revenue collected from customers’ electric and water bills. Total construction costs were approximately $71.5 million, which is about $12 million less than the project budget established by EWEB’s board of commissioners.

The Roosevelt Operations Center was completed in late 2010 and is a 52-acre campus in west Eugene that includes EWEB’s operations and fleet maintenance buildings, a warehouse, fleet vehicle and material storage yards, and 14 acres of restored wetlands.

Approximately 275 employees from the electric and water operations, as well as warehouse and fleet services sections are based at the new facility.

An 鈥淓co-Machine鈥� processes sanitary wastewater on the site and is one of only a few systems of its type in Oregon. The project also transformed the neglected industrial site and restored more than 14 acres of restored wetlands and Willamette Valley wet prairie.

General contractor diverted 91 percent of all construction waste.

鈥淎ll of us are really proud of this project 鈥� it’s a large, industrial operations campus, which had a limited budget and high goals, and we feel very successful,鈥� Banks said. 鈥淲e came in under budget and [the Roosevelt Operations Center] should be a good example of green industrial development.鈥�
