A new four-story, 33-unit apartment complex has been proposed for Northeast Garfield Avenue and Failing Street.

The 23,000-square-foot building, designed by , would cost $3 million to construct and would offer no off-street parking.

Representatives of Lloyd Development LLC, the general contractor for the project, said the company will apply for permitting mid-April and hopes to start construction in July.

The company has not spoken with representatives of the , but Garner Moody, manager for Lloyd Development, said the project has gotten a positive response from the area.

鈥淲e鈥檝e engaged almost every neighbor within 150 feet of the property to get their feedback,鈥� Moody said. 鈥淲e’ve had a positive response because this lot has a history of police reports and general neglect. Our project will turn a neighborhood eyesore into an attractive, energy efficient building.鈥�

Alan Silver, chair of the King Neighborhood Association, declined to comment on the project until the association sits down with Lloyd Development early next month.聽 However, he mentioned that a lack of parking is always an issue with residents in the area.

Moody believes parking will not be an issue because the building will provide 38 bike spots and a bike-sharing program.

鈥淲e will attract tenants who use mass transit and ride bicycles.聽Its proximity to public transit and walking amenities makes it an ideal location for this kind of development,鈥� he said. 鈥淭he EcoFlats building a couple blocks away successfully implemented this strategy and attracted tenants who don’t own cars.鈥�

Single-bedroom apartments in the complex would range from $600 to $900 a month, while two-bedroom units would cost $1,500.
