State land-use regulators have recommended that regional government Metro‘s 2011 urban growth boundary expansion be partially remanded.

Regulators from the reported April 19 to the department’s ruling body, the , that Metro had submitted insufficient documentation to support adding 1,985 acres of developable land to its governed region.

Regulators have three main objections: that Metro had not adequately determined housing need; that it did not explain how it decided on which 9,799 acres of the more than 28,000 acres of urban reserve to study for expansion; and that Metro didn’t properly study available employment land in the region.

A partial remand would require that Metro make revisions to the application before it is approved. The department did not object to the rest of the application, which includes Metro’s Urban Growth Report 2009-2030 and the 20- and 50-Year Regional Population and Employment Range Forecasts.

鈥淚f the commission partially remands the submittal as recommended, none of the urban growth boundary expansion areas will be approved,鈥� it stated in the cover letter for the DLCD’s report. 鈥淭his is not because the department recommends that the commission find the amount or location of land included in the boundary is necessarily in conflict with applicable regulations, but rather because certain goal and rule provisions were applied in a manner that makes it impossible to determine compliance.鈥�

The LCDC will consider the report during meetings scheduled for May 10 and 11.
