Low vacancy rates in East Portland continue to lead to development.
A new 27-unit apartment complex is being proposed for Southeast 151st Avenue, off East Burnside Street. The complex, currently in the city review process, would contain three separate buildings, which would be connected by walkways on the second floor. A courtyard would be at the center of the complex.
Most of the units would be one- or two- bedrooms and would be at market-rate pricing, according to Rob Justus, the project’s developer. All of the bottom units would meet Americans with Disabilities Act regulations.
Justus’ company, 151 LLC, first bought the property in 2007 with plans to develop it almost immediately. However, the recession delayed those plans, and financing only now came through for the project.
If the project gets through the permitting process, construction would start in September and finish in February 2013. The general contractor for the project is
