Mayor Sam Adams on Friday announced that the proposed Oregon Sustainability Center will not be built.

Adams’ reasoning was that the $63.3 million project did not have enough City Council votes to move forward.

The center was expected to be built near the Portland State University campus at Southwest Fourth Avenue and Montgomery Street. Adams called it a 鈥渓aboratory for green technology,鈥� which was designed to be the largest net-zero high rise ever built.

However, the project faced countless roadblocks since first being proposed in 2009. The biggest came last year, when the Oregon Legislature blocked state bonds for the project. As a result, the Oregon University System, one of the building’s expected tenants, backed out.

In a released statement, Adams thanked all the partners involved in the project’s planning process, which cost the city $2.3 million.

He went one step further to say that the partners involved, which included GBD and SERA Architects, Skanska Construction and Interface Engineering, were able to use the design strategies they developed for the project to gain work elsewhere.
