The 11-story Park Tower Apartments building in downtown Portland is getting a makeover.
, an elderly care non-profit, is planning to purchase and renovate the building at 731 S.W. Salmon St., which provides Section 8 housing to low-income seniors and the disabled. is managing the project, and Jim Winkler, the company鈥檚 founder, said the plan is to upgrade everything from the finishes to the plumbing fixtures.
鈥淲e will do a very nice renovation project to ensure its use as affordable housing more or less in perpetuity,鈥 Winkler said. 鈥淲e will likely execute a restrictive use agreement to ensure that it will be affordable for at least 60 years.鈥
The approximately $30 million project (including the price to purchase the building from Harsch Investment Properties) will be similar to a $26 million rehabilitation project that Winkler and Cedar Sinai Park began in September at the 1200 Building on Southwest 12th Avenue. A renovation of the Lexington Apartments on Southwest 12th Avenue is also slated for the near future.
Winkler Development 鈥 the developer of such projects as the Adidas Village in North Portland and the DeSoto building on the North Park Blocks 鈥 has submitted its applications for building permits, and Winkler said he hopes to begin construction after the first of the year. Construction documents are currently available for pricing.
One challenge for the Park Tower project is that tenants will need to be temporarily relocated as Winkler Development proceeds with the renovation, floor by floor. Winkler said the aim is to minimize that disturbance as much as possible.
鈥淭he idea is you leave a 30-year-old apartment and you come back to a pretty much brand-new one,鈥 he said. 鈥淲hen you have any building, no matter how well maintained 鈥 and Harsch is very conscientious 鈥 stuff wears out and you have to redo it from time to time. This is the opportunity to redo it 鈥 carpet, fixtures, etc. 鈥 so you extend the useful service life.鈥
