A vacant lot on the South Waterfront could soon see construction activity.

Seattle-based Harbor Urban is considering a plan to develop a six-story, 280-unit multifamily building at 3700 S.W. River Parkway. That’s the block due east of the 30-story Ardea Apartments. Harbor Urban is still in the early design stage, but an early assistance intake from the Bureau of Development Services called out ground-floor retail, and 209 below-grade parking spaces.

Harbor Urban declined to comment on the specifics of the project at this time, but confirmed that it was in the process of potentially purchasing the property from the current owner for that purpose. According to the Oregon Secretary of State Corporation Division, the site’s current owner is Williams & Dame Development Inc.

Harbor Urban is a real estate investment firm that owns, manages and builds “best in class” urban assets in the Pacific Northwest. The company’s roots date back several decades, when Stimson Bullitt, the former president of King Broadcasting Company and the son of the broadcasting mogul Dorothy Bullitt, started Harbor Properties.

In 2012, the company teamed up with Urban Partners, a Los Angeles-based real estate development and investment firm, and AREA Property Partners, a New York-based real estate fund manager.
