A task force convened by the Portland Bureau of Development Services is developing a code change proposal to address concerns about the city’s procedures regarding home demolitions.

After two meetings, the Demolition Task Force has made 鈥渟ignificant鈥� progress on a proposal that responds to the interests of both developers and neighborhood residents, according to an update on the BDS website. Task force members 鈥� including representatives of the Development Review Advisory Committee, Historic Landmarks Commission, Design Commission and city staffers 鈥� are continuing to work on recommendations to present City Council. The goal is for submission of a code change ordinance by the end of this year.

Task force recommendations include:

鈥� Requiring all demolition applicants to provide notification within five days of their demolition application.

鈥� Requiring all residential demolitions to be delayed by 35 days.

鈥� Requiring that applications to extend demolition delay by 120 days be accepted only if they include the requestor’s intent, such as purchasing the house slated to be torn down or moving it.

鈥� Requiring demolition delay applicants to demonstrate progress with their plan to preserve the house according to set milestones within the allotted 120 days.
