BOLI set to educate landlords on tenants’ rights

Oregon landlords, as of July 2014, cannot legally refuse to accept Section 8 vouchers from potential tenants.

The new civil rights law 鈥 House Bill 2639, passed by the Oregon Legislature in 2013 鈥 makes it illegal for a landlord to deny a prospective tenant a place to live based on income.

鈥淚t used to be that you’d look at rentals on Craigslist and see a lot of ads that said 鈥榥o Section 8,’ 鈥 said Charlie Burr, communications director for the Oregon Bureau of Labor and Industries. 鈥淭his law means no landlord can exclude a tenant based on the fact that they receive Section 8 vouchers.鈥

is preparing to host in the Portland area several training seminars for landlords and property owners. The seminars will cover many civil rights issues 鈥 rules concerning disabilities, companion animals and tenant-versus-tenant disputes 鈥 that can cause confusion.

鈥淭he whole idea is to help keep landlords out of conflict and out of violation of these laws,鈥 Burr said.

Following the free, two-hour seminars, presenters will open the floor for questions from attendees.

鈥淭here are a whole bunch of people out there who are very knowledgeable about fair housing,鈥 said Chris Lynch, operations manager for BOLI’s Civil Rights Division in Portland. 鈥淎nd they’re scratching their heads about the new Section 8 rules.鈥
