A Central Eastside mixed-use project 10 years in the making is getting closer to development.
Foresight Development has applied to the Portland Bureau of Development Services for a land use review of the property at 915 S.E. Belmont St. The firm has plans to develop a $23 million, six-story, 120-unit building with more than 6,000 square feet of ground-floor retail space.
Foresight in 2005 purchased the 45,000-square-foot Grand Central Building, located between Southeast Belmont and Morrison streets. At the same time the firm acquired a surface parking lot located just across Ninth Avenue.
Foresight principal John Plew at that time announced plans to build condominiums on the vacant lot after renovating the Grand Central Building, but the recession curbed those plans.
In 2013, when Killian Pacific began moving forward on its Goat Blocks superblock development nearby, Foresight principal John Plew announced that his company would forgo condos in favor of apartments.
The firm hired Ankrom Moisan Architects to design the space, which will feature a mix of studios, one-bedroom units and two-bedroom units. Plans for the ground floor show four retail spaces, 35 vehicle parking spaces and four Zipcar parking spots.
