Multnomah County officials will seek a construction manager-general contractor to build a new courthouse.

The Multnomah County Board of Commissioners on Thursday unanimously approved an exemption from the competitive bidding process in favor of hiring a CM-GC for the Multnomah County Courthouse replacement project.

County Facilities and Property Management Division Director Henry Alaman, county project manager JD Deschamps, and owner’s representative Mike Day of Day CPM Services recommended that the commission approve use of CM-GC. The hire of a general contractor to be involved in the design process has helped many other complex public projects, they told commissioners. The method also has allowed projects to finish quicker and at lower cost.

County Commissioner Judy Shiprack said that sounded great.

鈥淚 really like the less time, less money concept of CM-GC,鈥� she said.

The project team has selected a preferred site 鈥� a block bounded by Southwest Jefferson and Madison streets, First Avenue and Naito Parkway 鈥� and an alternate site 鈥� bounded by Southwest Clay and Columbia streets and First and Second avenues.

Site selection is scheduled to take place by early April. County officials this spring will begin to seek an architect and contractor; the goal is a firm to be hired by July.

Construction is scheduled to start in fall 2016 and finish by early 2020.
