A local developer who owns and manages seven multifamily complexes in the area has plans to add a 266-unit, four-building apartment complex in Southwest Portland.
Thomas Clarey, has applied to the Bureau of Development Services for a land use hearing for a 3.46-acre parcel at 6400 S.W. Canyon Court, slightly east of Sunset Hills Memorial Park.
Plans submitted to the city show that two of the buildings would be four stories of housing over two levels of below-grade, structured parking. Each of the other two buildings would be three stories of housing over one level of below-grade parking. The two existing buildings on the parcel would be demolished to make way for the new construction.
City records indicate that Clarey purchased the land in July 2014 for $1.85 million.
The project’s architect – Scott Reiter of Beaverton-based Reiter Design Group Architects – is requesting a height allowance increase. Proposed heights would exceed the 30-foot maximum, but because of the terrain’s extreme slope, the buildings’ tops would be comparable to the tops of buildings on adjacent lots.
The BDS began considering the height adjustment request on Feb. 20 and will accept public comments until 5 p.m. on March 13.
Clarey is president of Tandem Development Corp. and a registered owner of Tandem Property Management.
Tandem Property Management’s website indicates that it manages seven area apartment complexes. One, the Commons at Avalon Park, a 192-unit complex in Tigard, was acquired in late 2012 for $19.65 million. Another of the company’s properties is the Commons at Sylvan Highlands, down the road from the proposed project site.
The Commons at Sylvan Highlands offers studios, one-bedroom units and two-bedroom units. The property management website shows only 12 vacancies at the 287-unit Commons. Portland’s multifamily vacancy rate during the fourth quarter of 2014 was at 2.79 percent, according to information from Norris, Beggs & Simpson.
Neither the developer nor the architect returned calls for comment.
