Developer Joe Westerman’s Quinten Tower project in the Kerns neighborhood is doubling in size.

Full plans were recently submitted for a five-story, 55-unit apartment building at Northeast 20th Avenue and Everett Street – adjacent to the recently opened first phase of Quinten Tower. The new development will include studios and one- and two-bedroom apartments. Each floor will have a trash chute and each unit, a deck or patio.

Phase II will be slightly smaller than Phase I, and cost about the same, or $7 million, according to Westerman, an apartment builder and landlord with hundreds of units in the Northeast. The two structures will look like one building, he said.

The site was once the home of the Green Castle food cart pod, which became the subject of controversy soon after opening in 2011. As the food court grew in popularity, the city stepped in with code enforcement. Westerman reopened it after a long and costly legal battle, but he said the public didn’t return in sufficient numbers to justify scrapping his original plans to build housing on the lots.

Phase 1 of Quinten Tower was cleared for occupancy earlier this month.
