Colas Construction is building a three-story affordable housing project south of downtown Portland for developer Central City Concern. Hill Park Apartments, located on a .36-acre lot at 110 S.W. Arthur St., will have 39 ADA adaptable studio and one-bedroom units. Eight of the project’s units are set aside for residents with severe mental illness who are unable to live independently; 14 of the units will be available to households earning up to 30 percent of area Median Family Income, and the remaining units will be for those earning 60 percent MFI. Rental priority will be given to graduates of Central City Concern programs who have found jobs through the agency’s Employment Access Center.
The Carleton Hart Architecture-designed building consists of three wood-framed stories over a slab-on-grade foundation. Â Leaking tanks from a gas station on the brownfield site that was demolished in 1996 required removal and capping of contaminated soil. The building is now sealed up and being dried out, and crews are roughing in wire and plumbing. Gerding Edlen is serving as construction manager on the project, which started in May and is slated for completion in mid-April.
