  • Early assistance is sought for surfacing repairs and compliance with the Oregon Department of Environmental Quality’s record of decision for capping contaminated soil on the northern portion of an industrial property at 1617 N. Columbia Blvd. The portion of the property could potentially be developed with new buildings in a future phase. The applicant is Shane Jorgensen of Spokane, Washington-based LB Stone Properties Group, and the owner is N. Columbia Blvd. LLC.
  • Early assistance is sought for the remodel of a commercial property at 8502 S.W. Terwilliger Blvd. for a retail pharmacy. The 10,711-square-foot building was most recently occupied by a Market of Choice grocery store, which closed last month. The proposed remodel will renovate only a portion of the structure’s interior and will not expand the building’s footprint. Existing access/driveways, 49 parking stalls, landscaping and exterior architectural elements will be unchanged. The applicant is Steven Kattner of Kent, Washington-based Barghausen Consulting Engineers Inc., and the owner is Chimienti Properties LLC.
  • Steven Kattner is also the applicant issuing a request for early assistance to remodel an existing QFC grocery store at 1835 N.E. 33rd Ave. to a retail pharmacy. As with the Terwilliger Boulevard property, no exterior changes are proposed, and the remodel would renovate only a portion of the interior. The owner is MJH Land LLC of Cincinnati, Ohio.
  • Early assistance is sought for construction of a six-story office building at 737 S.E. Sandy Blvd. An existing commercial building at the site would be deconstructed. The new building would absorb approximately 15 to 20 feet of the west and south portions of the current right-of-way; a street vacation is requested. The applicant is Michal Reis of Works Progress Architecture, and the owners are 737 Sandy Thad LLC and 737 Sandy Amanda LLC, both of which are registered to and managed by Benjamin Thad Fisco.
  • Early assistance is sought for the renovation of two warehouse buildings at 210 and 226 S.E. Madison St. The two buildings will function as a single building sharing circulation and infrastructure. Improvements are to include new stairs and elevator, architectural finishes, fire and life safety upgrades, new egress routes, and seismic upgrades. A new 5,000-square-foot penthouse will be constructed on the roof of the 210 building. Exterior improvements are to include repairs as needed, new windows, doors and paint. A parking lot at the southeast corner of the site would be improved. A pair of smaller additions on the south side of the 210 building will not receive any work. The applicant is Kelley Wilson of SUM Design Studio + Architecture, and the owner is Honeycutt Enterprises LLC, which is managed by Edwin Honeycutt.
  • Early assistance is sought for improvements to a single-room-occupancy residential building at 4619 N. Michigan Ave., including general site improvements, selective exterior work, and interior improvements. The applicant is Kristina Hauri of MWA Architects, and the owner is Patton Home LP.
  • Early assistance is sought for a tenant improvement to an existing medical office building at 11510 S.E. Stark St. The applicant is Andrei Efremoff of Axis Design Group Architecture & Engineering Inc., and the owner is Portland Adventist Medical Center.
  • Early assistance is sought for a Type II procedure to address changes to an approved design of the Ten West building at 1017 S.W. Washington St. Jones Architecture’s designs for the restoration of the long-vacant five-story building were approved by the Portland Design Commission in August 2017. According to county property records, the building was sold last month by owners Dick and Don Singer to a limited liability company associated with Bellevue, Washington-based Talon Private Capital, for $9.15 million. The applicants are Alan Jones, Kathy Johnson and Meaghan Bullard of Jones Architecture, and the owner is Talon Fliedner QOZB LLC.
  • A pre-application conference is sought for a Comprehensive Plan amendment and zone change to an office property at 499 N.E. Tomahawk Island Drive. The applicant is Michael Defrees of owner Yacht Harbor LLC.
  • A pre-application conference is sought for a future design review application for a 10-unit, 37,000-square-foot multifamily building with a ground-floor restaurant tenant space and 20 parking spaces at 2865 S.E. Division St. The building would have parking accessed from Southeast 28th Avenue, outdoor spaces provided via individual terraces, and a common rooftop deck. The site was formerly occupied by a barbecue restaurant, and then purchased earlier this year by a limited liability company using the Northeast Portland address of Urban Development + Partners. The applicant is Vijayeta Davda of Hacker, and the owner is Division 28 LLC.
  • A pre-application conference is sought for demolition of an existing single-story, quarter-block warehouse building at 234 N.W. 14th Ave. and construction of a new 12-story hotel in its place. The applicant is Mark Atteridge of Mortenson, and the owner is Day Portland Building LLC Etal.
  • A Type II design review and a Type II greenway review are pending for additions and alterations to an existing three-story house at 7430 S.W. Miles Place. The existing first-floor concrete structure is to remain, and existing upper floors are to be removed and replaced with three stories of new construction. The project would also include reinforcement of an existing seawall at the riverfront property. The applicant is Gabe Headrick of Steelhead Architecture, and the owner is Ito, Mendez & Associates LLC.
  • A Type Ix historic resource review is pending for a project to replace the hands on the clock of the Jackson Tower building at 818 S.W. Broadway. Existing wooden clock hands will be replaced with aluminum versions for weight and stability. The project would also repair broken clock faces, repaint the clocks and replace clock uprights with LED fixtures. The applicant is Sarah Lavoie of Emerick Architects, and the owner is Jackson Tower Partners LLC of Hermosa Beach, California.
  • A Type II historic resource review is pending for installation of protective fencing on a portion of the Burnside Bridge over Interstate 5 and a railroad right-of-way to increase safety for highway users. The applicant is Emily Miletich of Multnomah County.
