Location: Lake OswegoIt took nearly a decade from genesis to completion, but The Windward in Lake Oswego has truly transformed the city鈥檚 downtown district.
Comprised of three separate buildings hosting 200 residential units, 430 underground vehicle parking spaces and more than 42,000 square feet of commercial space, it is one of the largest construction projects to be carried out in the Portland suburb in recent years. Designed by ZGF Architects and Ankrom Moisan Architects and constructed by general contractor Lease Crutcher Lewis, the project was guided by PHK Development and has now fulfilled a longstanding city vision for the development of a compact shopping district in downtown Lake Oswego.
For that accomplishment, The Windward has been named the 91视频鈥檚 Best Multifamily Project for the 2019 TopProject Awards.

This award is a testament to PHK鈥檚 vision, our design partners鈥 innovation and the craftsmanship of all the tradesmen and women who worked on the project.鈥
The redevelopment of Block 137, often referred to as the Wizer block, was a top priority of the Lake Oswego Redevelopment Agency for a number of years. In 2013,聽property owner聽Gene Wizer and his developer, Evergreen Group LLC, approached the city about the possibility of a new mixed-use development on the site.
Evergreen Group Principal Patrick Kessi, now the president of PHK Development, helped lead the work to craft a development proposal, with the result being that a development agreement was signed with the city in August 2013.聽Development began in October 2015 and residential move-in was carried out early in 2018.
A year later, The Windward is now an established presence in Lake Oswego. Popular new retailers located there include Salt & Straw, Star Cycle, Bamboo Sushi, Chuckie Pies and Adorn.
