• A pre-application conference and design advice are sought for exterior improvements to the Hoyt Commons condominium building at 618 N.W. 12th Ave. The homeowners association would like to remove the 鈥減lant on鈥� exterior insulation and finish system above the four-story building鈥檚 brick base and replace it with a simpler, neighborhood-appropriate design. The applicant is Robert Roth of RDH Building Science Inc., and the owner is Hoyt Commons Condominiums Owners鈥� Association.

• Early assistance is sought for a proposed nine-unit multifamily development at 4743 N.E. 107th Ave. The two-building development would consist of a six-unit structure and a three-unit structure. A lot confirmation and property line adjustment are sought for the property, which has a single-family home that would remain in place. The applicant is Daniel Silvery of DBS Group, and the owner is Gloria Preston.

• Early assistance is sought for improvements to Central City Concern鈥檚 three-story Medford building at 506 N.W. Fifth Ave. Upgrades proposed to the 62-unit building include window replacement on levels two and three, tuck-pointing of the brick fa莽ade, replacement of sheet-metal paneling at light well walls, abatement of asbestos in roofing materials, and roof replacement with parapet bracing. The applicant is Jeff Vincent of Studio Petretti Architecture, and the owner is Central City Concern.

• Early assistance is sought for the expansion of the parking lot at a Costco store, at 4849 N.E. 138th Ave., to include 88 more spaces. The owner is Costco Wholesale Corp. of Issaquah, Washington; an applicant is not listed.

• Early assistance is sought for adjustments to perimeter landscaping standards for planned site improvements to Oregon Public Broadcasting鈥檚 property at 7140 S.W. Macadam Ave. The applicant is Debbie Rotich of owner OPB.

• A pre-application conference is sought for fa莽ade, site and landscape improvements, and the addition of a loading dock, to the Water Tower building at 5331 S.W. Macadam Ave. The applicant is Justin Kurtz of Scott | Edwards Architecture, and the owner is WL-SKB Water Tower Owner LLC. A partnership between SkanlanKemperBard Companies and Chicago-based WHI Real Estate Partners last year purchased the two-building office property.

• A pre-application conference is sought for the development of three five-story residential buildings, each with approximately 18 units, on a property at Northwest 29th Avenue and Nicolai Street. The project is part of a larger mixed-use development planned by Cairn Pacific. The development would include tenant amenity space and at-grade parking. The applicant is Judson Moore of Waechter Architecture, and the owner is Cairn Pacific Properties 10 LLC.

A pre-application conference is also sought for a similar development on an adjacent parcel at 2123 N.W. 30th Ave. That development will also include three five-story residential buildings, each with approximately 18 units, tenant amenity space, and at-grade parking. The applicant is Meaghan Bullard of Jones Architecture, and the owner is Cairn Pacific Properties 9 LLC.

• A pre-application conference is pending for a sign package for Providence Park at 1844 S.W. Morrison St. The applicant is Michael Arnold of San Francisco-based Icon Venue Group LLC/CAA KON, and the owner is the city of Portland.

• A Type II design review is sought for a core and shell renovation and ground-floor storefront replacement to the Gladys McCoy Building at 408 S.W. Fifth Ave. The building is the former headquarters of the Multnomah County Health Department, which recently relocated to a new facility in Old Town Chinatown. It was sold last year to Urban Renaissance Group and Gaw Capital USA. The applicant is Eric Philps of SERA Architects, and the owner is 408 5th Ave Portland Propco LLC.
