  • Design advice is sought for a 10-unit, 37,000-square-foot multifamily building with a ground-floor restaurant space and 20 parking spaces at 2865 S.E. Division St. The building would have parking accessible from Southeast 28th Avenue, outdoor spaces via individual terraces, and a common rooftop deck. The site was formerly occupied by a barbecue restaurant, and then purchased earlier this year by a limited liability company using the Northeast Portland address of Urban Development + Partners. The applicant is Vijayeta Davda of Hacker, and the owner is Division 28 LLC.
  • Early assistance is sought for a project to repurpose a former Orchard Supply Hardware store at 4030 N.E. Halsey St. as a Target store. The applicant is John Dewes of Minneapolis-based Target, and the owner is Wilshire Lucas Investments of San Jose, California.
  • Early assistance is sought for a 77-unit apartment building with ground-floor retail space at 1726 N.E. 82nd Ave. The applicant is Brad Kaul of Renton, Washington-based Kaul Design Architecture. An owner is not listed, but according to city records, the unimproved lot and an adjacent unimproved parcel at 8232 N.E Schuyler St. are owned by Jay Patel.
  • Early assistance is sought for demolition of a single-family residence at 5625 N.E. Glisan St. and consolidation of adjacent lots in order to construct two new apartment structures. The applicant is Ed Bruin of Elliott Properties, and the owner is the David Lee Higgs Revocable Living Trust.
  • A pre-application conference is sought for a comprehensive plan amendment and zone change for a half-block property occupied by Franz Bakery at 340 N.E. 11th Ave. The applicant is Michael Petit of owner United States Bakery.
  • A pre-application conference is sought for a Type III conditional use procedure to change the use of a church site at 8213 N. Fiske Ave. back to the original R5. In conjunction with the conditional use, a lot confirmation is sought for a portion of the property to make it a new buildable lot, and a zoning permit is sought to create off-street parking on the south side of an existing house. The applicant is Brett Barton of Wilde Properties Inc., and the owner is St. Paul Baptist Church.
  • A Type II design review is pending for installation of a demonstration beam adjacent to a Portland State University engineering laboratory at 1930 S.W. Fourth Ave. The beam is 16 feet long and 5 feet high and supported on each end. The applicant is Francis McBride of owner Portland State University.
  • A Type II design review and a Type II historic resource review are sought for improvements to the One Pacific Square office building at 220 N.W. Second Ave. A waterproofing maintenance project and interior renovations are planned for the 13-story building. Designs were approved with conditions necessitating follow-up Type II reviews during a joint Type III design review hearing held in April by both the Portland Design Commission and the Historic Landmarks Commission. The applicant is Patrick Sullivan of SERA Architects, and the owner is REEP 220 NW Owner I LLC of San Francisco.
  • A Type III design review with modifications is pending for Phase 1A of the planned redevelopment of the Pepsi Blocks site at 2505 N.E. Pacific St. The project will include the renovation of the existing mid-century warehouse, one new 218-unit mixed-income apartment building, below-grade parking, a publicly accessible plaza, and a woonerf. A design advice hearing was held for the project in May. The applicant is Heidi Oien of Seattle-based Mithun, and the owner is SP Jade II LLC, also of Seattle.
  • A Type II environmental review is sought for creation of a meeting space at the Multnomah County Drainage District headquarters site at 1880 N.E. Elrod Drive. The space will be within a 24-foot-diameter yurt elevated with a wrap-around deck in an area behind the district’s headquarters building. The applicant is Bill Own of owner Multnomah County Drainage District.
  • A Type II historic resource review is pending for installation of a new platform to support cooling tower equipment on the west side of the Widmer Brewery building at 2424 N. Interstate Ave. The project will involve demolition of an existing steel roof structure above an existing loading dock. The cooling tower equipment will be screened with metal panels painted to match the existing building. The applicant is Nicholas Vipond of Livermore Architecture and Engineering, and the owner is Widmer Brothers Brewing Co.
