  • Early assistance is sought for two new three-story apartment buildings with basement-level parking situated on two lots at the Tigard/Portland boundary at 7570 S.W. 74th Ave. The applicant is Erik Matthews of EM Architecture, and the owner is Leo James Murphy Jr.
  • Early assistance is sought for minor exterior renovations to an office building at 710 N.E. Holladay St. – part of the Oregon Square superblock. Improvements are to include a new storefront entrance, repair of entrance canopies and replacement of spandrel glazing with vision glass. The applicant is Whit Middlecoff of GBD Architects, and the owner is AAT Lloyd District LLC of San Diego, California.
  • Early assistance is sought for construction of a new service bay workshop on Daimler Trucks North America’s Swan Island campus, at 4349 N. Port Center Way. Future phases are to include a three-story office building adjacent to the workshop and a separate new building to include a second workshop and two stories of office space. The applicant is Chris Walker of CIDA Inc., and the owner is the Port of Portland.
  • Early assistance is sought for a three-story, 18-unit multifamily at 1605 N. Rosa Parks Way. A single-family structure currently occupies the site. The applicant is Maria Simon of Minarik Architecture Inc., and the owner is Rosa Parks LLC.
  • Early assistance is sought for a four-story, 55-unit multifamily building on a 0.41-acre parcel on the northeast corner of Northeast 42nd Avenue and Going Street. The building’s upper floors would contain 51 wood-framed dwelling units, and the ground floor would contain four artist loft units, community and resident support space, and 10 tuck-under surface parking spaces. The applicant is Craig Reigelnegg of Carleton Hart Architecture, and the owner is CDP Developers LLC, which is managed by Eric Paine of affordable housing builder Community Development Partners.
  • Early assistance is sought for a new four-story, 22-unit multifamily building on an unimproved lot at the northeast corner of Northeast 55th Avenue and Glisan Street. The applicant is Mark Madden of WDC Properties, and the owners are Yong Keun Lim and Young Hee Lim.
  • Early assistance is sought for a new multiphase creative office development at 1709 S.E. Third Ave. The first of two phases would include the renovation of an existing bow-string truss warehouse building with basement-level parking; the 22,000-square-foot building was the former headquarters of electrical contractor OEG. The second phase would consist of construction of a six-plus-story mass-timber office building with two levels of below-grade parking. The work may include removal of a portion of the existing warehouse building, which is currently located in a right-of-way. The applicant is Emily Hays of Hacker, and the owner is Killian Pacific via OEB Investors LLC. The developer has completed similar projects on nearby properties in recent years, including the Clay Creative building on an adjacent block in 2016 and the Clay Pavilion building in 2017.
  • Early assistance is pending for initial zoning-only review of the development concept and height and density restrictions for a project at 1318 N.W. 20th Ave. consisting of a commercial office building with ground-floor retail space. The 5,000-square-foot property currently contains a three-story office building. The applicant is Parker McNulty of Carbon LLC, and the owner is 1318 NW 20th LLC, which is managed by Katharine Sammons and Steve Pinger.
  • A pre-application conference is pending for a proposed short-term amphitheater at the Zidell Yards site on Southwest Moody Avenue in the South Waterfront. The project would include public bathrooms, terraced bleacher seating, a performance stage, pedestrian walkways, concession stands and a backstage area. Utilities would be installed for all on-site structures. The lease would have a seven-year lifespan with potential for extensions. Long-term development plans for the 33-acre site came to a halt last year after the Zidell family and the city of Portland failed to come to terms on how much each side would contribute to public infrastructure at the site. The applicant is Boyce Postma of Hacker, and the owner is ZRZ Realty Co.
  • A Type II adjustment procedure is pending for requested adjustments to the north, west and partial south setbacks on a new four-story, six-unit apartment building at 3019 N.E. Martin Luther King Jr. Blvd. The applicant is Marc Connolly of owner Anchored LLC.
  • A Type II design review is sought for the Ten West building at 1017 S.W. Washington St. No details about proposed changes or the purpose of the review are provided, but an early assistance meeting was held last month to address changes to a previously approved design of the building. The Portland Design Commission in 2017 approved Jones Architecture’s designs for the restoration of the long-vacant five-story building, which was sold in April by previous owners Dick and Don Singer to a limited liability company associated with Bellevue, Washington-based Talon Private Capital. The applicant is Meaghan Bullard of Jones Architecture, and the owner is Talon Fliedner QOZB LLC.
  • A Type II design review is pending for a six-story, 154-unit multifamily development at 1430 N. Killingsworth St. The 0.46-acre lot currently holds a commercial building occupied by a credit union and a surface parking lot. The apartments will be a variety of studio, one-bedroom, two-bedroom and loft units. The building will also contain three retail/commercial spaces. The applicants are Joshua Scott and Tricia Doolin-McIntosh of owner Koz Development, a Snohomish, Washington-based micro-housing developer.
  • A Type II design review is pending for a new five-story mixed-use building with one level below grade at 1130 N.E. Alberta St. Uses on-site will include retail sales and service, restaurant and office space. The property currently contains surface parking and a small commercial building. The applicant is Jonathan Heppner of LEVER Architecture, and the owners are Margaret and Samuel Brooks.
