Nolan Lienhart began working on the Broadway Corridor project in 2015 when ZGF was selected to lead the Broadway Corridor Framework Plan, develop urban design concepts, prepare the Central City Master Plan, and support steering committee and community engagement activities. He said he鈥檚 learned several lessons since then.
鈥淚n particular, I鈥檝e enjoyed the opportunity to take the Broadway Corridor design process on the road,鈥 Lienhart said. 鈥淩ecognizing that this development is intended to serve and invite the whole city, much like Pioneer Square and Waterfront Park, we took our open houses and pop-up design activities into other neighborhoods, meeting people at libraries, a bus stop, community centers, and the Mercado. We got feedback from people who may have never attended an open house had we not met them where they were.鈥

An expert at bringing all stakeholders together, Lienhart received big news recently as the team cleared a major hurdle with the approval of the agreement with the master developer Continuum Partners and the important Community Benefits Agreement. The CBA will ensure ample opportunities for minorities and women throughout the project.
The project will connect the Old Town/Chinatown and Pearl District neighborhoods and the majority of the properties within the 32-acre site are owned by Prosper Portland, including the 14-acre USPS site, which is jointly owned with the Portland Housing Bureau. The project offers the potential to create nearly 4 million square feet of new economic, business, social and community development opportunities.
The location and size of the Broadway Corridor represents an opportunity to realize Prosper Portland鈥檚 vision for an equitable economy by advancing prosperity, creating a vibrant neighborhood and supporting living-wage jobs. Lienhart said the project is unique because of the degree to which Prosper Portland leaned into equitable economic development as a guiding principle.
鈥淩acial and economic justice were the top priority in assembling the steering committee, engaging them early in the process, and committing to Prosper鈥檚 first-ever community benefits agreement. This commitment to equitable economic engagement and community benefits informed our design and planning, and elevated a lot of new voices in defining the future of this district,鈥 he said.
鈥淢y hope is that the energy we鈥檝e generated translates into implementation quickly. The benefits of this project will start to reach people through demolition to construction, and in the new housing and public spaces we鈥檝e planned. The sooner that happens, the better!鈥
