Seven new Portland projects received funding from Metro’s Regional Bond, including BRIDGE Housing’s 13-story hollywoodHUB.

With this new slate of projects, Portland now has more than 2,900 units in the affordable housing pipeline with $88.6 million in Metro Bonds for capital funding. All seven of the proposals selected by the Portland Housing Bureau to receive funding this year were chosen.

Here are details on the projects:

General Contractor: LMC Construction & ALMAR Contracting

Metro Bond Funds: $19.5M

Total Units: 137

30 percent AMI Units: 56

The project will consist of two buildings, one with 41-units of Permanent Supportive Housing, and the other will provide 96-units of family housing. The project’s goal is to create a housing continuum where residents moving out of PSH units will have the opportunity to remain in the immediate community, stated the PHB’s project website. Its total estimated development cost is $56.5 million. Construction is expected to be completed by 2024.

Located in the Overlook neighborhood, 5020 N. Interstate will offer 64 family-focused units. Community Development Partners and Self Enhancement, Inc. are co-owners/developers of the project, aiming to redress historical displacement and harmful urban renewal practices. In addition, the building will have an onsite resident services coordinator from Self Enhancement, Inc. to help assist tenants with navigating social services and accessing other community resources.

Construction is expected to be completed summer 2023. The project’s total estimated development cost is $30 million.

Cedar Common II, also known as Meridian Gardens, is Central City Concern’s second phase to the Cedar Commons development in the Powellhurst-Gilbert neighborhood. The new 85-unit development will sit adjacent to the Cedar Commons Phase I building, holding permanent supportive housing for chronically homeless individuals.

Meridian Gardens will expand upon Central City Concern’s campus of supportive housing. The building will provide Single Room Occupancy or studios to individuals and couples experiencing or at risk of homelessness who are in substance use disorder treatment or recovery. The development is estimated to cost $26 million and will be completed spring 2024.

BRIDGE Housing’s upcoming new construction project is a 13-story, 199-unit affordable housing building. A majority of the affordable housing units (129) will be family-sized with two and three bedrooms, with 36 of the units supported by Project-Based Section 8 vouchers. The site owned by Tri-Met is located on the southern and western portions of the Hollywood Transit Center. The estimated $98 million development will be completed summer 2024.

Located in the Eliot neighborhood of inner northeast Portland, Albina Vision Trust and Edlen & Co. are developing a 94-unit family-focused project. According to the PHB project website, the development aims to counter the intentional displacement of Black people from the neighborhood due to urban renewal, freeway siting, and long-term gentrification. The building will be a mix of one, two, and three-bedroom units to mainly serve young Portlanders that work in the trades. Construction on the estimated $49 million development will be completed fall 2024.

Home Forward’s new construction project in the Cully neighborhood will join the same site as Portland Community College’s new Workforce Development Center, expected to break ground soon. The project aims to serve families needing stable, affordable housing to avoid foster care or reunite with children who are currently in foster; and youth aging out of the system. The site will offer a 16,000-square-foot plaza designed to support farmer’s markets and other community-focused activities in collaboration with PCC. Construction is expecting to be completed summer 2024 on the $38 million development.

Total Units: 58 (34 existing, 24 new)

30 percent AMI Units: 24

Tistilal Village is an existing 34-unit building in North Portland’s Portsmouth neighborhood that will be demolished to construct 57 new affordable units (plus one manager’s unit). The building, owned by Native American Youth and Family Center, serves Native American families, including those experiencing homelessness. The Metro Bond funding will support the new construction and addition of 24-units at 30 percent of the Area Median Income. The estimated $26 million new development will be completed winter 2023.
