  • Early assistance is being sought for a proposal to turn the park space in front of US Bancorp Tower, at 555 S.W. Oak St., into a public plaza with a secured playground for a future day care tenant. The space is in front of the parking garage along Southwest Fifth Avenue, between Southwest Ankeny and Pine streets. Whit Middlecoff of GBD Architects is the applicant and the Association of Unit Owners of One Eleven Tower Condo is the project owner.
  • Early assistance is being sought for a proposal to construct a four-story affordable housing building at 7330 S.E. Foster Road. The 60,324-square-foot building would have 64 units, resident services and outdoor amenities. REACH Community Development is the applicant and project owner.
  • Early assistance is pending for a proposal to create a new Chick-fil-A restaurant at 9950 S.E. Stark St. Plans call for nonconforming use of the existing 7,012-square-foot building, which was constructed in 1984. The restaurant would include 98 indoor seats, some outdoor seating and no drive-thru. Andrew Hunt (4G Development & Consulting of San Diego) is the applicant and Northwest Restaurant Real Estate is the project owner.
  • A type 2 procedure (adjustment) is pending for the new Meridian Oncology Center along Southwest Powell Boulevard (within the 97266 zip code). The applicant is seeking relief from the code restriction of vehicular areas making up no more than 50 percent of the building’s frontage along pedestrian district streets. Indrajit Obeysekere of Meridian Property Ventures is the applicant. The project owners are Northwest Cedars Management and Jema Bitar Management.
  • A pre-application conference is pending for a mixed-use project at 1380 N.E. Multnomah St. The development would include a Home Depot store, storefront retail space, and stacked residential components. Daniel Zoldak of Lars Andersen & Associates (Fresno, California) is the applicant and Mosaic Portland Superblock LLC (Calabasas, California) is the project owner.
  • A pre-application conference is pending for a proposal to build a new preschool and affordable housing at 432 N.E. 74th Ave. The site is split-zoned. One portion would include a two-classroom preschool and community garden. The other would include two buildings: one with 41 units of permanent supportive housing and the other with 96 units of family affordable housing. Aisaya Corbray and Stefanie Kondor of Related Northwest are the applicants, and Metro is the project owner.
  • A three-story multifamily building is planned for the property identified by a light blue rectangle (Portland Bureau of Development Services)

    Early assistance is being sought for a proposal to construct a three-story, multifamily building along North Interstate Avenue (within the 97217 zip code). The approximately 6,831-square-foot structure would include 12 apartment units as well as bike parking and space for trash collection. No on-site parking is proposed. Jim Toporek of Studio 3 Architecture is the applicant and Alpina Properties LLC is the project owner.

  • A type 1 procedure (design review) is pending for a proposal to add a security gate and fencing to a parking garage at 1009 S.W. Sixth Ave. Whit Middlecoff of GBD Architects is the applicant and Stancorp Real Estate LLC is the project owner.
  • A type 1 procedure (historic resource review) is pending for 716 S.E. Grand Ave. The proposal calls for seismic upgrades and a tenant improvement to accommodate new offices, a coffee shop and an event space. Exterior improvements would include signage, a new roof and minor light fixture replacements. The seismic upgrade would consist of parapet bracing to be concealed within a thickened parapet wall structure. Work would also include the addition of insulating windows inserts to 16 of the punched windows and a photovoltaic array on the roof. Kate Feiertag of Bora Architecture & Interiors is the applicant and Literary Arts is the project owner.
  • A type 1x procedure (land division review) is pending to divide 7280 S.E. Bybee Blvd. into three separate tax lots. 5 Parkside Design is the applicant and project owner.
  • A pre-application conference is being sought for 917 S.E. 25th Ave. The proposal calls for a zoning adjustment to the southern half of the property from R2.5 to match the northern half now zoned Cm2. Bob Schatz of Allusa Architecture is the applicant and Connor McWilliams is the project owner.
  • Early assistance is pending for 8909 S.W. Barbur Blvd. The proposal calls for renovating an existing two-story building. The first floor would be used for servicing vehicles and the second floor would be used as a display area and administrative offices. Mike Coyle of Faster is the applicant and LBJ Barbur LLC is the project owner.
  • Early assistance is pending for a tenant improvement at 626 S.E. Hawthorne Blvd. The proposal calls for replacing an overhead door with a storefront to be a new entrance. Ted Gentner of Schmidt Architects is the applicant and 600 Block LLC is the project owner.
  • Early assistance is pending for 2630 N. Mississippi Ave. Guidance is sought on the feasibility of a zone change and comprehensive plan map amendment for a future mixed-use development. Streimer Sheet Metal Works is looking to expand its facilities, but the surrounding area has gained a more residential and mixed-use focus. The company wants to relocate soon and is exploring possible redevelopment opportunities of the site. Allison Reynolds of Stoel Rives is the applicant. Fredrick Streimer and Streimer Sheet Metal Works are the project owners.
  • Early assistance is pending for a proposal to construct a five-story multifamily building at 6316 N. Maryland Ave. The 64,043-square-foot building would hold 70 residential units, commercial and community spaces on the ground floor, 13 motor vehicle parking stalls and 107 bike parking stalls. Josef West of West Architects is the applicant and Jovice Holdings LLC is the project owner.
