Design advice is being sought for a new mixed-use development along Northwest Quimby Street (within the 97209 zip code). Plans call for construction of a 20-story high-rise and a four-story wood building atop a three-story concrete podium structure. There would be approximately 430 residential units of various sizes and around 300 parking stalls either above or below grade. The ground floor would have commercial spaces, a residential lobby and amenity spaces, and walk-up residential units. A LEED gold rating or Earth Advantage certification would be sought. Early assistance is being sought for a proposal to demolish an existing building at 4225 S.E. Hawthorne Blvd., as well as construct pavement and utilities for a food cart pod. Jacob Warren of Raindrop Engineering is the applicant and Steven Guerra is the project owner.
Early assistance is being sought for a proposed tenant improvement at the Emerson School, at 428 N.W. 20th Ave. Plans call for creation of an early learning day care for ages 0-5 in the school’s existing Harris Hall. The type of occupancy would change from educational to institutional to address requirements. Work would include abating hazardous materials, adding fire sprinklers and an exterior exit door and plumbing fixtures, installing accessibility upgrades, and adding interior finishes. A type 2 procedure (design review with modifications) is pending for a development at 1178 N.E. 106th Ave. The proposal calls for 13 detached dwellings with individual garages. The driveway and pedestrian connections would extend eastward into the site from Northeast 106th Avenue, with seven units on the north side of the driveway/pedestrian connection and six units on the south side. The two units that would abut Northeast 106th Avenue would face the street. A common outdoor area is planned for the site’s southeast corner. A type 1 procedure (design review) is pending for 440 S.W. Fourth Ave. The proposal calls for the addition of decorative metal window theft deterrents to the storefront’s exterior. Koby Zarkovich of Millennium Building Services is the applicant and H&Z Management LLC of Pleasanton, California, is the project owner.
A type 2 procedure (conditional use) is pending for the Mt. Scott Community Center, at 5516 S.E. 72nd Ave. Plans call for a seismic retrofit and expansion, including partial demolition of the existing structure to make way for an approximately 31,000-square-foot addition. Demolition would involve about 20,000 square feet, including the original bathhouse, an auditorium, administrative offices and fitness areas. The addition would house expanded preschool space, multipurpose classes, a teen center, an event center, a fitness/aerobic studio, administrative spaces, and support spaces. Two adjustments are requested: one to the parking lot interior landscaping standard and another to the general landscaping standard. Marlo Medellin of Portland Parks & Recreation is the applicant, and the city of Portland is the project owner.
