A 15-story, 240-unit apartment building is in the works for Portland’s Lloyd District. Skyview on 7th will be located on two parcels at 701 and 777 N.E. Seventh Ave. Currently, the property is occupied by an office building and a vacant lot.

Mackenzie designed the project for Master Development. Turner Construction will serve as the general contractor.

The proposed building would include 14 stories of apartments with levels 2-6 holding 17 units each, levels 7-13 holding 20 units each, level 14 holding 10 units, and level 15 holding five units. To meet city inclusionary housing requirements, 35 would be affordable housing units.

The ground floor would provide residential amenities, while a community room, an amenity deck and an eco-roof would occupy the penthouse level. Driver access to the proposed below-grade garage would be provided from Northeast Irving Street.

Tom Peck, architect and design director at Mackenzie, wrote in an email that Skyview on 7th was designed with a tripartite approach 鈥� the base, middle and top are consistent with other structures in the Lloyd District.

Residential floors are being treated as two parallel masses; vertical windows would correspond to living and bedroom spaces within the units. The top floor’s eastern half would have a community room offering panoramic views of a rooftop garden and beyond.

The ground level would connect to the streetscape via clear glazing that promotes views to and from the public right-of-way. That level would include the northern entrance, leasing office, coworking space, the lounge/main lobby, a pool area, a workout space, a sports court, and bicycle storage at the south end.

Lighting would be incorporated into exterior canopies and at building entrances to illuminate pedestrian space. The glazing on the ground floor would continue vertically on the elevations along Northeast Oregon Street and Irving Street and divide the massing of the residential levels into two distinct elements.

Units on levels 14 and 15 would have recessed outdoor decks. The community room and the rooftop garden on the eastern half of level 15 would have panoramic views of Mount St. Helens to the north, Mount Hood to the east, and south-facing views of the Congressman Earl Blumenauer Bicycle and Pedestrian Bridge.

鈥淭he overall design has focused strongly on the abutting Green Loop to the east and the streetcar (tracks) to the north,鈥� Peck said. 鈥淭he ground floor of the building offers extensive windows and glazing to enhance the pedestrian realm with added visual emphasis on the southeast corner that will be visible from the Congressman Earl Blumenauer Bicycle and Pedestrian Bridge.鈥�

Skyview on 7th is in the design review phase; the project team is scheduled to appear before the Portland Design Commission in mid-February. Construction is estimated to finish in 2025.
