The Portland Bureau of Development Services is proposing fee changes for its various services. BDS is facing increased costs for labor as well as for materials and services during the fiscal year that begins this July.

These proposed fee changes are subject to review and approval by the Portland City Council. BDS also provides permitting and land use review services for properties located in some unincorporated areas of Multnomah County, and those fees are subject to review and approval by the Multnomah County Board of Commissioners.

Most of the proposed fee increases, which would take effect July 1, would be 5 percent in both the city and unincorporated Multnomah County, though the Field Issuance Remodel Program fee would rise 9 percent and zoning enforcement would see no no change.

The Portland City Council will consider the proposed fee increases during a public hearing on May 10. The public can on the city’s website. The council is scheduled to vote whether to approve the fee increases on May 17.

The Multnomah County Board of Commissioners is scheduled to vote whether to approve the proposed fee increases for properties in unincorporated areas on June 15. The public can on the county’s website.

If approved as proposed, the increased fees will apply to all new applications for permits or other services received on or after July 1, 2023.
