The proposal calls for construction of a seven-story, 44-unit affordable housing development, including a small retail area on the ground floor. There would be a rooftop patio and a green roof, but no parking.

The project calls for renovating approximately 10,600 square feet of the existing 17,800-square-foot building into a new Multnomah County Library branch. The remaining space would be an empty shell for future use by the county.
