A weekly list of highlights from commercial land use review activity in Portland by the Bureau of Development Services in the prior week.

Type 2 procedure (design review) – pending  
Address: 950 S.W. College St.
Applicant: Miles Woofter of Woofter Bolch Architecture 
Owner: Oregon State Board of Higher Education

Portland State University’s Research Greenhouse is a 5,000-square-foot aluminum and polycarbonate structure that was intended to be completed in two phases. Phase I, completed in 2007, consists of four greenhouse modules, a headhouse, a covered patio, and the site’s slab, walkways, and planters. Phase II, which remains unbuilt, consists of six additional greenhouse modules. The condition of approval states that if Phase II was not completed within three years of the date the decision was mailed, 75 percent of the exposed concrete slab would need to be demolished or covered with an eco-roof planting surface. Now, two additional greenhouse modules are sought on the greenhouse’s southeast side. To address the condition of approval, 75 percent of the exposed concrete slab will be covered with an eco-roof planting surface, while 25 percent of the concrete slab will remain for faculty to use for outdoor plant research.

Owner: Delmas Capital LLC of Los Angeles

Lincoln Court would have eight residential units, ground-floor commercial space, a common room, and covered parking for two vehicles, surrounding a central courtyard. There would be a mix of townhouses and flats ranging from 650 square feet to 2,000 square feet within structures ranging from two to four stories. Compact unit footprints would be made more spacious with double-height rooms and daylighting via extensive glazing and skylights. Small private balconies, upper-level patios, and rooftop terraces would provide open space and views of the courtyard, surrounding neighborhood, and Mount Hood.


Type 1 procedure (historic resource review with modifications) – pending 
Address: 800 N.W. Sixth Ave. 
Applicant: Marc Achurra of Kinley Construction Group of Arlington, Texas
Owner: Prosper Portland

Plans call for installation of a new fixed fueling system at Union Station to address ongoing operational issues. Major elements include a 10,000-gallon DFO tank, a 1,500-gallon DEF tank, skid-mounted pumps for the tanks, security fencing around the tanks and pumps, and six stand-alone fueling cabinets. Existing stormwater systems will remain in place; new track pans will reduce current track pan areas to the six designated locations.
