Centennial Place, an affordable housing development in Southeast Portland, received the top award – Project of the Year – during the 91ÊÓƵ’s annual Top Projects event at the Oregon Convention Center on Thursday.

Entrants were among the top projects in Oregon and Southwest Washington substantially completed by Dec. 31, 2023. This year, the event format changed – categories were eliminated. Instead, 50 general award winners were selected to honor the best of the best.

Centennial Place, at 3800 S.E. 164th Ave., embodies a holistic approach to community development, according to the Top Projects submission. Residents are supported by a resident services coordinator and have access to Cascadia Health’s mental health, primary care, addiction recovery and wellness services.

The complex includes 52 apartments for households earning up to 60 percent of the area median income and 18 apartments for households earning up to 30 percent of AMI.

The development attained platinum-level Earth Advantage multifamily certification. Crews installed a 75-kilowatt solar array and a drain-water heat recovery system. Two on-site drywells manage 100 percent of the site’s stormwater. Other sustainable measures include Energy Star appliances and lighting, low-flow plumbing fixtures, efficient heating and cooling via mini-splits, an electric heat pump domestic hot water system, natural daylight from windows that exceed code requirements, and a high-performing building envelope.

Clear signage, communication and consistent adherence to safety guidelines resulted in zero injuries during construction.

The Centennial Place project team included: owner/developer Cascadia Health, owner’s representative Housing Development Center, architect and interior designer Scott Edwards Architecture, engineers ABHT, Janet Turner Engineering and Interface Engineering, and general contractor Colas Construction.

The People’s Choice Award, voted on by event attendees, went to the Asante Rogue Regional Medical Center expansion and remodel. Its project team included: owner/developer Asante Health, architect and interior designer HDR, engineers Mazzetti and PCS Structural Solutions, and general contractor Andersen Construction.

A new award, Subcontractor of the Year, was given to Karvonen Sand & Gravel of Battle Ground, Washington. Each project submitter was asked to nominate a worthy subcontractor, and the Southwest Washington company received the most nominations.

Judges for this year’s competition were Garrison Hullinger, founder and principal designer of Studio Garrison; Patrick Kessi, founder and CEO of Artis (formerly PHK Construction); Brian Peters, co-founder and managing principal of Woodblock Architecture; and Jeff Schnabel, architecture professor in the College of Arts at Portland State University.

Spectrum Woodworking was the event’s first drink sponsor. Green Mountain Fabrication was the honoree sponsor. VIP sponsors were Goodfellow Bros., Harper Houf Peterson Righellis, I&E Construction, Swinerton, and Walsh Construction. Celebration sponsors were Chambers Construction, Pence/Kelly Concrete LLC, Tapani Inc., and Howard S. Wright, a Balfour Beatty Company. Table sponsors were Mortenson and Opsis Architecture.
