A weekly list of highlights from commercial land use review activity in Portland by Permitting & Development in the prior week.

Type 2 procedure (adjustment) – application   
Address: 321 N.W. Glisan St.
Applicant: Brett Schulz of Brett Schulz Architect PC 
Owner: The Falcon Building LLC

Plans call for the conversion of a seven-story office building to residential use. No exterior changes are proposed.


Type 2 procedure (design review) – pending 
Address: 342 S.E. Caruthers St.

The proposal calls for renovation (and change of occupancy) of a warehouse and product showroom into an exhibit fabrication shop with accessory offices, a classroom and warehouse spaces for the Oregon Museum of Science and Industry (OMSI). The exterior would gain new pedestrian paving, restriped parking areas to accommodate van and carpool parking, new green areas and trees, and a new gathering area for people visiting the classrooms.


Type 2 procedure (historic resource review) – pending   
Address: 237 S.W. Naito Parkway
Applicant: James Lutzke of GBD Architects 
Owner: Russell Fellows Properties LLC

The proposal is for the demolition of an approximately 450-square-foot addition, which is in serious disrepair and not functional. The addition was previously an alleyway, and the intent is to restore that original purpose. The work would return the building back to its original character and expose distinctive brickwork arch detail. There would be permeable paving at grade. The existing downspouts from the adjacent high roof would be rerouted to the existing point of connection.

A new retail building would be constructed at the corner of Northeast Glisan Street and 102nd Avenue. The work would involve removing an office/​car wash structure and building a new car wash structure as well as reconfiguring vehicle storage areas.


Type 3 procedure (design review with modifications) – pending 
Address: 901 N.E. Lloyd Center
Applicant: Michael Reis of Works Progress Architectur±ðÌý
Owner: KREF Lloyd Center Owner LLC

Plans call for the demolition of an above-grade retail structure. The work would also involve renovation of a below-grade area and construction of a two-story multipurpose event structure with loading at grade. Modifications regarding the ground-floor windows and an eco-roof are requested. The total project would be approximately 68,000 square feet, including the existing basement. The adjustment to the northern property line and the demolition of the sky-bridge would be handled in separate applications. Stormwater would be handled with in-grade basins.

Address: 30 S.W. Naito Parkway
Applicant: Megan Neill of the Multnomah County’s Transportation Division (bridges)
Owners: Salvation Army and Central City Concern

The Burnside Bridge would be replaced with a movable bridge close to the same height and length in approximately the same location.
