The proposal is for the creation of a secondary vehicle egress in a four-story building. The work would consist of construction of a new vehicle egress door, paved driveway and associated infrastructure. The intent of this work is to enhance occupants’ safety by providing secondary egress from the ground-floor parking garage in an emergency. The proposed drive is adjacent to the Oregon Department of Transportation right of way to reach the adjacent property, which has common ownership with the subject property.

The project team is proposing adaptive reuse of the five-story, approximately 25,000-square-foot Oregon Casket Building. A renovation would create 34 residential units, including two live-work units on the ground floor, and one retail unit. The exterior scope of work would be limited to rehabilitation of existing windows and doors, reconstruction of the storefront along Fifth Avenue, and addition of screening for rooftop mechanical equipment and elevator overrun. The existing stormwater conveyance and disposal would be preserved. The existing utility vault is under the sidewalk along Flanders Street and access to the vault is preserved.
