Cristina Foster has built a distinguished 18-year career in the construction industry through innovative leadership and transformative policy development.

Foster joined Hoffman Construction in 2006 without prior construction experience but quickly established herself as a trusted leader. As a quality manager on high-profile projects including the Portland Airport expansion, she developed proactive quality control processes that became standard company practice, identifying issues before construction completion to minimize rework and ensure on-time delivery.

While working full-time, Foster attended law school during evenings and weekends, earning her doctorate ahead of schedule. She now leads Hoffman’s legal department, overseeing contract negotiations and risk management strategies for multi-billion-dollar agreements.

As Hoffman’s Equal Employment Opportunity officer, Foster advanced companywide training programs and became certified through the Association of Workplace Investigators to implement more neutral, standards-based investigation processes.

Foster has spearheaded significant policy innovations, including developing Hoffman’s first patent protocol in 2017 and introducing the company’s artificial intelligence policy in 2023. She restructured legal support assignments to improve project communication and is currently updating the company’s drug testing program.

Her legislative advocacy proved instrumental during Oregon’s 2019 Senate Bill 379 discussions, where she testified against proposed workplace drug policy changes that could have compromised construction site safety standards.

Foster is involved with the Portland chapter of Safe Families for Children, her church community, and serves meals at the Union Gospel Mission.
