Rebecca Ocken oversees all capital work for Portland Community College鈥檚 1,500-square-mile district. In this role, she leads a 36-person capital improvement team and currently directs the implementation of PCC鈥檚 historic 2022 bond program 鈥 a $450 million invest-ment shaping the college鈥檚 campuses and learning environments.

During her 15-year tenure at PCC, Ocken has advanced through roles including project manager, planning manager and interim director. Her leadership spans campus and facili-ty planning, college-wide space audits, major renovations, new construction and the inte-gration of sustainable design practices across the district.

Ocken led PCC鈥檚 first-ever system-wide facilities planning process, a multi-year effort that engaged more than 100 stakeholders across eight work groups, a steering committee and a task force. This comprehensive planning directly informed the scope and priorities of the current bond program.

She has been instrumental in integrating Culturally Responsive Teaching principles into fa-cilities planning and design, aligning the department鈥檚 work with PCC鈥檚 strategic vision. Ocken also has spearheaded the college鈥檚 low-income housing partnerships, leading col-laborations with local housing providers that resulted in major projects at the Southeast Campus and the OC42 Home Forward development.

Her approach ensures each project supports PCC鈥檚 strategic plan while reflecting the di-verse needs of students, faculty and staff.
