Merissa Moeller has emerged as one of Portland鈥檚 most influential environmental and land use attorneys through her decade-long career focused on water rights and natural resources law.
After earning her J.D., cum laude, and Certificate in Environmental and Natural Resources Law from Lewis & Clark Law School in 2015, Moeller served as a judicial clerk on the Ore-gon Court of Appeals from 2015-2016 and Oregon Supreme Court from 2016-2017. She entered private practice at Davis Wright Tremaine LLP in 2017 before joining Stoel Rives in 2019 as an associate. She was elevated to partnership in January 2025.
Moeller鈥檚 practice spans high-impact water and land use matters for municipal water sup-pliers, utilities, agribusinesses, renewable energy companies, and land developers. She leads ongoing water rights diligence for the National Fish & Wildlife Foundation鈥檚 Columbia Basin Water Transactions Program, managing a large portfolio of proposed transactions across Oregon, Washington, Idaho, and Montana.
Her litigation victories have set legal precedent in water resources and land use cases. She recently secured a win before the Oregon Supreme Court on behalf of East Valley Water Dis-trict, establishing important principles of Oregon water law.
Recognized by Chambers USA as one of 鈥淎merica鈥檚 Leading Lawyers for Business鈥 and listed among Best Lawyers: Ones to Watch, Moeller serves on the board of Oregon Water Resources Congress and co-chairs The Seminar Group鈥檚 annual Oregon Water Law Confer-ence. She also served on the National Board of Directors of Women in Environment.
