After serving as a southern gateway to Portland for more than seven decades, the Martin Luther King Jr. Boulevard Viaduct had lost it bearing. The structure was sinking into 66 feet of wood waste and slowly breaking apart under the weight of traffic.

There was just one problem -- the university’s existing steam and chilled water utilities, which included boilers well beyond their useful lives, wouldn’t be able to keep up with the increased demand.

The Benton Irrigation District long relied on an unlined, continuous-flow, gravity-fed system to divert water from the Yakima River for irrigation. But the system, first built in 1914 and most recently updated in 1967, had become unsafe, expensive and difficult to operate.
