Todd Mustard, executive manager of the National Electrical Contractors Association鈥檚 Oregon-Columbia chapter, has dedicated over two decades to advancing the construction industry through strategic leadership and collaborative initiatives. After beginning his career in 2003 with The Association of Union Constructors (TAUC), Mustard spent 20 years developing expertise in union construction advocacy before joining NECA in May 2023.

Among his significant contributions, Mustard helped initiate and coordinate the Emergency Regional Mental Health Summit, a groundbreaking event jointly hosted by NECA and the International Brotherhood of Electrical Workers. The summit united contractors, labor leaders, subject-matter experts, and community partners to address mental health and suicide prevention in the construction industry. Mustard facilitated collaboration between organizations, shaped the summit agenda, and ensured discussions focused on actionable resources and best practices.

Currently, Mustard serves on the board of the business and union labor leaders session and United for Portland. He also serves as trustee for several Taft-Hartley Trusts providing health, welfare, and defined benefits to industry workers.
