The TVA Architects-designed Park Avenue West is now planned to be the fourth-tallest building in Portland.

The height's been ratcheted from 418 feet to 476 feet, about 100 feet taller than the neighboring Fox Tower, TVA's Robert Thompson said during a Portland Design Commission meeting last week.

Public testimony on the project was split. Some thought the revised design — a simpler, lighter, more vertical composition — fit well.

"This is an unveiling of a new sculpture in this very very key part of our city," Lily Mandel said.

Others said the building is too big for the site, and that the floor-area-ratio transfer process that added heft was "restricted and perfunctory," said George Trinkaus.

Commissioners said they stand behind the public process and that the height fits in downtown Portland.

"It doesn't get a whole lot more central than where this site is," Commissioner Andrew Jansky said.

The project is expected to be back before the commission Nov. 1.
