This work will advance the Albina Vision Trust community investment plan in this portion of Northeast Portland that is within the Central City design district and Lloyd subdistrict. The master plan establishes an urban design and development framework, land use program, circulation, open space and phasing that make the included lot development ready. A street vacation is being requested.

The proposal includes replacing the four exterior balconies that have damaged joists. Each balcony is approximately 30 square feet. This is a contributing structure in the Irvington Historic District.
