The proposal is for a new bus layover space with operator facilities to accommodate TriMet 40-foot and 60-foot vehicles. The work would involve demolishing an obsolete ticketing hall and baggage handling buildings. New construction would include site fencing, lighting and security as well as a temporary 1,800-2,400-square-foot modular building with break space and restrooms for operators, and a TriMet security office. Permanent TriMet facilities would come with the future high-density transient-oriented development. Surface parking at the north end of the site would remain during the interim period.

Plans call for constructing a new, fully sprinklered building on an approximately 11,340-square-foot, corner-block lot on the west side of Martin Luther King Jr. Boulevard at Graham Street. The building is proposed as a secure residential treatment facility licensed by the Oregon Health Authority. It will hold 24 resident beds, counselor offices, common areas, single-user bathrooms and an outdoor common area. Four parking stalls will remain with one becoming an ADA stall. The trash enclosure will remain, and a reworked stormwater facility will be shared with the adjacent lot per easement agreements.

Plans call for replacing a temporary stormwater treatment system with a permanent system. The work would include demolition of a concrete pad and construction of a reinforced concrete pad within the same footprint, and construction of an additional reinforced concrete pad to support the treatment system equipment (steel weir tanks, treatment connections, a backwash tank, and filtration units). Also, landscaped areas disturbed by the expansion of the permanent system footprint would be relocated.
