Type 2 procedure (adjustment) – pending

Three changes are sought: reduction of the minimum landscaped area, reduction of the 25-foot landscaped setback required for exterior storage and work activities along street frontages (a 10-foot landscaped setback would instead be concentrated at the intersection of Northeast Vancouver Way and Gertz Road), and the same reduction of the landscaped setback for heavy truck parking along street frontages.

Upgrades are planned at the Southeast 101st Avenue pump station. Changes are sought to fence requirements in the open space zone (a fence obscuring sight of more than 10 percent of the area) and to the accessory structure setback in the zone (being within 3 to 4 feet of the east lot line).

Plans call for renovating the building into a performance hall and headquarters for the Portland Youth Philharmonic. The project’s scope would include demolition, replacement of damaged structural elements, improvements to electrical and mechanical systems, and additions of walls, ceilings, lighting and finishes. Restrooms would be updated and a new accessible one constructed. Also, the monument sign would be replaced, the maintenance shed would be demolished, and a sidewalk would be added at the exit.

Plans call for replacing wood-framed windows with seals that have failed. Aluminum storefront systems would be used on the ground floor and vinyl-framed windows would be used on the upper floors. No changes are proposed to the windows’ sizes or configuration.

Plans call for construction of a 12-unit townhome development.

Applicant: Jeremiah Hess of the Urban Flood Safety and Water Quality District 
Owner: city of Portland (Tara Lampson and Brett Horner are representatives)

The Urban Flood Safety and Water Quality District proposes to replace the Portland International Raceway pump station. The new one (designed to modern code for seismic resiliency) would be constructed adjacent to the existing facility. Mitigation of construction impacts would be provided, as required by the city of Portland and federal agencies.

Plans call for replacing two emergency generators on the building’s 16th floor, directly below the roof. A rooftop mechanical equipment penthouse is proposed to house the primary generator and a redundant one. Also, a new roof hatch and service crane would be constructed.
