A new law extends the reach of Oregon’s prevailing wage rate laws in the construction of solar energy systems. Gov. Ted Kulongoski signed into law March 10.

Under the law, prevailing wage would cover construction and installation of photovoltaic and solar thermal projects that include a mix of public and private money. The law also extends to privately funded projects on buildings in which a public agency uses at least a quarter of the space.

Some exemptions apply, as for nonprofit entities renovating publicly owned buildings that are more than 75 years old.

Open-shop advocates have criticized the law, which took effect immediately, as anti-competitive.

A prevailing wage is the standard wage a construction worker is paid based on a survey of wages for projects in the state. Prevailing wages apply to certain kinds of projects listed in the state statute.
