The Department of Environmental Quality is requesting comments on cleanup proposals for soil and groundwater contamination at a post office site in Northwest Portland.

The Portland Development Commission is attempting to purchase the United States Postal Service Processing and Distribution Center lot and redevelop it. The cleanup proposals come after an environmental assessment requested by the PDC.

The soil and groundwater contains contamination from past railroad and gas manufacturing activity on the site. The site also contains two small pockets of petroleum contamination.

The DEQ recommends performing maintenance on the building and pavement. It also recommends using measures that would prevent utility workers from being exposed to the contaminants. If the site is redeveloped, the DEQ suggests removing soil contamination hot spots and capping the site soil. A vapor mitigation system should also be installed.

The postal facility processes all of the outgoing mail for Oregon. It consists of three buildings on 13 acres at 715 N.W. Hoyt St.
