As Howard S. Wright Constructors and Vancouver Paving Co. teamed up for the PRODA Radiation Oncology Center project in Clackamas, site logistics posed the biggest challenge. At least 25 of the parking spaces for an existing medical office building, for example, had to be maintained throughout construction.

Ginger Edwards, Vancouver Paving’s president, said her company’s scope of work included asphalt paving, striping, wheel stops and signage. The project team completed the parking lot and paving schedule in seven phases over two months. Daily communication among team members included status updates and rundowns about potential schedule impacts such as weather, materials and manpower.

“Despite the challenges of the site logistics, Vancouver Paving Co. kept the parking lot clean and safe at all times, and ultimately turned over the parking lot with the schedule safe and sound, even despite tight access,” HSW Constructors said in its DMWSB TopProjects nomination of the company.

Completed in December 2009, the PRODA center features about 80,000 square feet of space along with parking that the center shares with another medical office building.

Gregg Walker, Vancouver Paving’s project manager, said the PRODA center involved some issues associated with all staged projects. But it also came with some unique challenges.

“The staging was particularly difficult due to the small footprint relative to the traffic volume,” Walker said. “By coordinating with (Howard S. Wright), we tried to schedule around particularly busy times to avoid disruption to the clinic and to facilitate our work.

“We also at the end of the project completely changed the final stages with (Howard S. Wright), as we both could see the weather making our original plan unlikely to succeed. Due to this flexibility, we were able to deliver a quality project on time.”

In its nomination, HSW Constructors noted Vancouver Paving’s commitment to hiring, training and promoting minority employees and veterans. The company also supports the apprenticeship program for local craft workers and keeps its workforce hiring and training local, with a positive impact to the community.
