Ted Aadland

Ted Aadland, a co-founder of F.E. Ward Inc. and now the CEO of Aadland Evans Constructors Inc., is a past president of the Associated General Contractors of America. He has more than 40 years of experience in heavy highway construction and has supervised more than 200 transportation projects ranging from highways to light rail. In addition to his role with national AGC, he has served as president of the organization鈥檚 Oregon-Columbia chapter. He served as co-chairman of the National Partnership of Highway Quality and as co-chairman of a committee that developed a formal construction review process for the Oregon Department of Transportation.

Rhonnda Parsons Edmiston

Rhonnda Parsons Edmiston serves as the small business outreach manager at Howard S. Wright, a Balfour Beatty company. From 1997 to 2001, she served as national supplier diversity manager for U.S. Bank. In 2001, she brought her professional skills and experience to a position as the small business development program manager at the Port of Portland. She holds a bachelor鈥檚 degree in business administration from Portland State University and she is working toward her master鈥檚 degree in business administration at George Fox University. She is a graduate of Pacific Northwest Intermediate Banking School, and she holds a Master Compliance Administrator designation from the American Contract Compliance Association.

Carol Helms

Carol Helms began her career in the construction industry in 1986 as an acquisition manager for a Portland property management company before moving to become a signature builder with John Wieland Homes in Charlotte, N.C. Now back in Oregon, she serves as quality assurance manager for Legend Homes, one of the Portland-metro area鈥檚 largest residential home builders. In 2007, she served as a site superintendent when Legend Homes constructed a house in Corvallis for the television show 鈥淓xtreme Makeover: Home Edition.鈥� She is an active member of the National Association of Women in Construction and has served as the group鈥檚 president for 2010-11.

Mark Matthews

Mark Matthews tapped into his 15 years of experience as a construction industry superintendent when he founded Pacificmark Construction, a Portland-based general contracting company. Always willing to take on new challenges, he has led his company through a range of projects that include retrofit work of a steel bridge and saw cutting on a loop of the Portland Streetcar. He is the president of the National Association of Minority Contractors鈥� Oregon chapter. Pacificmark Construction has completed the Turner School of Construction and the Port of Portland Mentor-Prot茅g茅 Program. In 2005, the firm was recognized as one of the top 25 minority-owned businesses in Oregon.

Cinna鈥橫on Williams

Cinna鈥橫on Williams has spent 15 years working in government procurement. She serves as procurements and contracts manager at Home Forward, overseeing all aspects of the agency鈥檚 professional services, construction and maintenance contracts. A long-standing member of the Oregon Association of Minority Entrepreneurs, she serves as the chairwoman of OAME鈥檚 advisory board. She is an active member of the local chapter of the National Forum of Black Public Administrators, the American Contractor Compliance Association and the Oregon Public Purchasing Association. She holds several professional certifications in contract equity and procurement, and is completing the Master of Business Administration program at Marylhurst University.
