SCJ Alliance, a consulting and professional services firm, recently hired Anne Sylvester to establish a new office in Vancouver, Wash. She is a transportation planner/engineer with more than 35 years of experience. She has expertise in multimodal planning and engineering; socioeconomic, demographic and financial analyses; and development of non-motorized improvement plans.

Hal Scoggins recently was elected president of Portland law firm Farleigh Wada Witt. In 2013 he will continue to serve on the executive committee with Brad Stanford, Kim McGair and Michelle Bertolino. Scoggins has been with the firm since 1991. He focuses his practice on financial services. He represents credit unions, banks and other financial service providers on state and federal regulatory compliance matters, consumer and business services, formation and operation of subsidiaries, contract negotiation and dispute resolution, bankruptcy and collection, and other issues related to structuring and delivering financial services to consumers and businesses.

Tonkon Torp LLP recently elected Inga Deckert and Jeffrey Woodcox to the partnership, effective Jan. 1, 2013. Also, Tonkon Torp water and environmental lawyer Peter Mohr was elected to the Oregon State Parks Foundation’s board of trustees.

Deckert has been a member of the firm’s government relations & public policy practice group since 2007. She represents clients before the Oregon Legislature and executive branch agencies.

Woodcox is a business attorney who advises clients on acquiring and disposing of businesses and assets, securities compliance and raising capital through private placements of equity and debt.  He is a member of the firm’s corporate finance and mergers & acquisitions practice groups.

Mohr is a member of Tonkon Torp’s water law, energy, and environmental & natural resources practice groups. He focuses on assisting public and private-sector clients with matters involving water supply and management permitting, compliance, protection and transactions. The Oregon State Parks Foundation works to enhance and restore Oregon state parks for present and future generations.

PLANNING

Parametrix recently hired three people to join its Portland office and help expand services offered in energy, stormwater and planning.

George Culbertson was hired to lead the firm’s energy practice, including oil, gas, power generation, and electrical transmission and distribution markets. He has broad utility experience, including provision of technical services for a variety of permitting, engineering, procurement, and construction projects for high voltage systems up to 500 kilovolts. He previously managed and directed a full-service engineering and construction business across the Western U.S. at Pike Energy Solutions.

Ryan Retzlaff is a stormwater engineer with public and private experience resulting in more than 70 stormwater management plans. He will focus on hydrologic and hydraulic assessments, flood management, stormwater quality management design, and stormwater harvest and reuse system design. He specializes in hydrologic and hydrodynamic modeling utilizing the latest in 1D/2D modeling software packages.

Sara Morrissey joined the firm as a planner to expand capabilities in community and transportation planning. She has experience facilitating public processes associated with planning projects, including education and consensus building. She has experience working on interchange area management plans, trail design guidelines, site concept plans and grant writing.
