The developer of the Shaver Green Apartments in Northeast Portland is considering plans for a 12-story multifamily project in the Central Eastside Industrial District.

Wayne Armstrong of Ash Street Development has scheduled a pre-application conference with the city to discuss plans for a 307-unit, mixed-use development at . The property currently houses a 103-year-old vacant warehouse owned by the Salvation Army, and sits kitty-corner from Venerable Properties’ Industrial Home building, which is also in escrow to a Seattle developer.

Major Jack Phillips with the Salvation Army confirmed the property was being sold, but said he didn’t know if the deal had closed yet. The organization moved operations out of the warehouse approximately three years ago, he said.

As envisioned currently, development would include 10 stories of residential space and two-stories of commercial, live/work and parking space. The project will require a type III design review as well as a zoning amendment to change the western half of the property from general industrial to central employment.

In 2009, Armstrong – then operating Armstrong Development – constructed the 85-unit Shaver Green Apartments at 4011 N.E. Martin Luther King Jr. Blvd. The approximately $16 million project, which earned a Leadership in Energy and Environmental Design gold rating, created workforce housing for people who earn a certain percentage of the area’s median income.
